Probably Daphne. Jack's likely too intense for Velma - he's the type of person who always goes out of his way to help people, will sacrifice for the welfare of others, he'll go any distance just to rescue someone. Daphne's rich as fuck to help finance this personality, a lot more active and adventurous, and would go for someone like Jack in a heartbeat, considering how often he goes half-naked. Velma just won't be able to keep up with that kind of life.

That, and Jack's love interests have been Ikra, Jill in the comics, and Ashi, he does seem to have a lean towards strong women.
