For the first one, no. Batman TAS, Superman TAS or JLU might get a new special or something once in a while and there's a slim chance you'll see that version of Static again. But him as the star? Very unlikely.

A reboot? Yeah sure, he was in Young Justice and will probably be in season 3. So there's always hope they'll try to make another cartoon starring him.

Last I heard, DC's been mulling about a Milestone revival as an OGN imprint. But it's been a while since we've actually heard news on that.

in terms of tv shows and movies, because he flies around in the air on a board, it makes the movie more expensive than some other superheros if it's live action. i think that's the main reason a black lightning show is being made instead of a static shock show.

WB should maybe sell of the rights unless they are planning on making a titans movie and having him appear. they could maybe sell the rights for an animated movie that might not compete for quite the same audience as WB's superhero movies.

they might prefer to wait until people who saw the show as kids are older and have children, then make another version of the tv show, and then make a movie with him in it.
