Except, as we slowly see when the Joker isn't around to mess her up, she can be rehabilitated. The very purpose of seeking medical help for her condition is suppose to do. That is in DCAU. One of the comic book continuities has this bullshit reason that they couldn't leave the planet because normal Kryptonians would die do to an encoding introduced into their genes. Zod wanted to get rid of it and do the whole galactic conquest thing after taking over Krypton. Superman had it removed before he was born because his father found out the planet was dying. Everyone else ignored him and either perished or were on Argo city which merely was blasted off the planet. Not sure if it is still canon anymore though.
