I know how this sounds, but let' me explain: The fire nation are the only ones without a proper continent; they live in goddamn islands. There is nothing wrong with expanding your territory (remember that NO ONE has claims to any land in the first place). That said, they were the most advanced nation on the planet. Whatever place they take is basically in better hands than whatever nation had it (just look at RC now). Some of the things they made may sound too extreme, but considering there is a literal God ready to stop you, you HAVE to be extreme. Out of fear, the fire nation had to look for the avatar, so there's nothing wrong with that either.

They killed all the air nomads, who also didn't have any real land of their own, just scattered temples. They had several massive prisons set up for all kinds of benders, not just water benders. They had several raids where they attacked small villages where their specific goal was to capture or kill any benders they found.
None of that was done to improve the lives of others. They just wanted to be the only ones with any power.

Also at the end they were basically gonna light a country on fire until they gave up. At the very least they don't seem terribly concerned about what happens to other benders. It isn't a big leap to assume they would be genocided once they won the war,
