Doubtful. But, as you said, sadly there isn't a third season, so as far as we know she's been evil all the time.
And the only thing I've read McCracken say about S3 plots is that Hater was going to have to deal with being considered a hero against his will, nothing about any sort of Dominator's redemption arc.

But I guess you just give more value to the hints that she's reedemable, and that's absolutely ok.
I probably just really like the idea of her being irredeemable because having an irredeemable villain it's a really fresh concept in today's TV animation.
Not that's bad to tell children that everyone can be nice given the chance, but if we only create redeemable villains we loose another lesson: that sadly we can't get along with everyone and that some people are just mean without a clear reason.

Every great character has different traits, but the fact that a villain just feels that he loves to make other people suffer doesn't mean he's a bad character.
the importat thing is not making "I'm evil" all the character. they can do bad stuff just because they like it but they also need other characteristics. Like, I dunno, maybe they have a great sense of humor, or maybe they love art or are ridicolously obsessed over their image and so on.
