Not a ripoff per se. Technically the term is "pastiche." You're supposed to recognize him as being something very much like Doctor Manhattan, just like Marvel's Hyperion is supposed to be recognizably Superman, or DC's Lord Havoc is supposed to be recognizably Doctor Doom.

Yeah OP I really want to blast you and call you dense for not getting that. The whole point of that part of the comic was taking what Moore did in Watchmen, which was basing the whole team on Charlton comic characters, and actually using the Charlton characters in the DC universe.

What we really need is a storytime of Multiversity and Ultra Comics
