If you want to get really nit picky about it. She was a prisoner in his house because she took the place of her father who broke in. She was given a choice, It wasn't like she was kidnapped. If she wanted she could have gone back to town kissed up to Gaston and come back to save her father. But she made a choice to stay in his place and an agreement to stay out of that room.

Generally people are more likely to follow the rules if you're a cooperative leader and explain WHY they can't do something.
He didn't even have to give her the whole spiel explaining the curse, he could just tell her "there's sensitive materials in there, and messing with them could KILL me."
This is why kids with strict but stupid parents end up going hog wild once they're teens, you have to explain the reasoning behind "don't suck off the entire football team" and "don't do meth", when something is a total mystery it draws the naturally curious human spirit like a moth to a flame.
