It depends. In theory they might be with the X-Men rights since they first debuted in X-Men, some of the characters are Mutants (Northstar, Aurora) or have direct connections (James Hudson was integral in Wolverine's life). But Black Panther and the Inhumans debuted in Fantastic Four yet aren't part of the Fantastic Four package.

Fox owns the Alpha Flight movie rights.

I don't think Iceman is THAT irrelevent. He's still one of the founding members, gets a spot in every X-Men cartoon, and even had a (shitty)role in all of the films. The scene at the beginning of Days of Future Past where he was fighting the sentinels in ice form with the ice slides and all was actually pretty cool.

Still literally dozens of more appearances over Northstar, and recently to. He was mostly just Rogues romance interest in the movies but at least he was there. Northstar was in what, like 3 episodes of the 90's cartoon? I think that's actually all of his non comic appearences.
