Pretty much everybody involved said that it was Dan and Swampy's decision to move on; Disney apparently gave them the option of continuing the show as just a bunch of specials but they decided against it.

Season 4 was a mixture of specials with regular episodes; they may have decided that they didn't like that enough to keep doing it.

I like this show, but I'll admit the humor still feels awkward and the show doesn't seem to know what it wants to do.
The Time Traveling Pistachio guys sounds interesting, but it hasn't been executed very good so far imo.

I'm hoping things improve in future episodes and the 2nd season.

If you're talking about the actual show not being school-centered, then you're wrong. MML is clearly supposed to be Dan & Swampy's chance to finally make all the school jokes (quirky teachers, cheap school boards, intense football games) that they couldn't do on PnF. Exactly 11/22 of the episodes we've seen so far have revolved around school. Plus, a big part of Melissa's character is her insistence on maintaining her GPA.

If I had to bet money I'd say the writing is bogging down the production schedule. The plots may be simplistic but they have to come up with a new and halfway original series of carefully choreographed Rube Goldberg disasters for every episode. P&F by contrast only had to dovetail 2 sets of events which were usually resolved by one convenient plot device at the end.
Then again, maybe those kind of gags are easier to string together than they seem.
