Then the writers got together, decided to get off on some mad combination of coke and ecstasy, and see what happened.

Its taken inspiration of almost every batman related media, new comics, old comics, cartoons, new/old movies and the references are blatantly obvious, they are not trying to hide it.

It has the aesthetics of Burtons Batman, the time ambiguity when it comes to technology and sets from BTAS, it references the dark knight returns and takes inspiration from newer comics for the villian beginnings like they did for Mr. Freeze.

I would hardly call it a mess because it works with BTAS and Burtons batman as basis.
