Depends which version of the characters we are talking about. Superman literally becomes God-like in some versions where he even overcomes his Kryptonite weakness which Batman relies heavily on to even come close to threatening him. Superman is also sometimes shown to be as smart or even smarter than Bruce in some versions and has access to alien tech. Even without all of that, Superman could just fly into the sky at super speed and heat vision Bats before he even can perceive what's going on.

On neutral ground, it depends on the time and if Batman can simulate the effects of a red sun via flashbombs, tiny lasers, lamps or other things. Also, if he carries cryptonite or not.

Batman. He has access to all the alien tech superman has, all of Luthor toys, and is a cunt. Superman main weakness isn't kryptonite or red sun radiation, is that he always plays the role of a tank, he isn't confident or arrogant it's just the way he chooses to approach. Batman has learned more about superman than superman about batman, but are best friends and while superman allows batman to study him Bruce is just a sneaky cunt.

Comics are not ruled by logic but by narrative and batman winning over superman is the official narrative.
