Ancient Sumerian priestess who fell in love with God, had the Tower of Babel constructed, climbed it to confess her love to God Himself, then got rejected so hard that God vanished the only language she could confess to him in. She takes it badly.
She spends the remainder of history intentionally reincarnating in the souls of great people and consuming those souls, in the hopes of building a new tower and destroying the moon (which is what God made to suppress the One Language).
Magic, resources, charisma, means of returning after death, and a chip on her shoulder. She'd be a fun villain.

It's generally accepted that Senator Armstrong would make a good villain for pretty much any American superhero with a sociopolitical bent. Superman, Captain America, Wonder Woman, Iron Man, you name it. He crosses over well with anyone.
