I haven't really heard anything from him in years so I did a Google and apparently he just does an online column now.

I guess there's nothing stopping him from coming back for a big milestone like this one. If I had to guess they'll probably do something similar to when they "re-hit" Detective Comics #27 and just have a super sized issue with a bunch of different writers.

Keep in mind that New 52 'Tec was complete crap save for a couple arcs which were ok.

Double-shipping is going to cause sales to drop faster than normal issue to issue numbers.

But for 1k it will probably be a collab of several short stories with all-star creators. I expect the same for Action 1k. You will not have the normal creative team telling a normal story there.

You do realize that Tec #954 and #955 last month were the 18th and 19th best selling comics respectively overall right? (16 and 17 if you only count the Batman and Flash issues that were split on the chart as one book each)

Next month they'll almost certainly be selling more than literally every X book and every Spider book.
