I don't know much about X-Men lore but a land set aside for mutant habitation for their own, and human, safety sounds like a stellar idea that most everyone would agree with.

Don't fall for the revisionist history, anon. The X stood for their 'X-tra' powers. The idea for mutants came from Lee and Kirby not wanting to think up origins for characters anymore, that's all.

Aside from a brief moment here or there, there's very little in the 1960s or 1970s X-Men books that's really about oppressed minorities or civil rights.

In the Lee/Kirby era, there's "a mutant uses his powers to cheat at sports, and an angry mob gathers.....but it's just a disguised Toad, luring the X-Men into a trap", and then there's Trask building the Sentinels as a direct response to the threat posed by Magneto and the Brotherhood, of mutants enslaving humans, but it quickly turns into a story about fear of artificial intelligence, fear of being destroyed by our own creations, as the Sentinels turn against humans.

It's not until the 1980s during the Claremont era, that the civil rights analogy really starts to become a thing, no matter how much anyone before then wants to take credit for it.

Honestly, Lila Cheney's Dyson Sphere gives them energy and resources to build a civilization that's far away from Purifiers and other anti-mutant hate groups. All the examples listed like Genosha, Providence, San Francisco, Utopia were on Earth.

Even Avalon and Asteroid M were within Earth's astrodynamic sphere of influence. Ideally, you want to be thousands of light years away from 616 humanity.

Look at the sliding timescale. All that shit that happened since the 1960's when 616 continuity took off in the modern age has been compressed to 10-15 years within universe. All that crazy shit that was linked to mutants like Fatal Attractions or Xorn mass-murdering New Yorkers happened within months of each other. No shit, humans are going apeshit against mutants and other powered beings.

I'd actually like to see this as a What If - Mutant Repatriation Laws have been in effect for a century, and the Xavier-Lensherr (or Eisenhardt if anyone even remembers that anymore) Dyson Sphere, commonly known as "Superia" hosts the entire population of Homo Superior, numbering tens of millions of mutants.

Earth's gone to hell for whatever reason, and because there are no real off-world colonies, Homo Sapiens are trying to migrate there because it's the closest thing humanity has to a recognizable second home.

It would be interesting to see how mutants would react to this reversal of fortunes.

They've had a few of these.

Genosha, Utopia, arguably Cable's floating island (though that was more of an "everyone welcome but cut the bullshit" place), maybe the school in Limbo.

Each time it doesn't work because mutant haters or some other force doesn't like it and destroys it or otherwise causes it to end. In Cable's island's case, it was actually the X-men that fucked it up.

So if this "racist" group is proposing to give them somewhere else to go and do their thing... what's the problem?

There's been stories with humans having small colonies in Mars or some shit, and not too long ago some scientists created a whole Earth replica in a F4 book.

If anything, I'd imagine SWORD and SHIELD and other agencies actively discourage human expansion into space.

Not to mention every alien race out there hates us.

Everyone forgets that 2 issues before Cassandra Nova's Sentinels destroyed Genosha, Magneto was gathering a mutant army there to declare war on the entire world, an intention he had made the whole planet aware of.

Utopia, especially after Schism, was also deliberately and intentionally choosing the role of a rogue nation, threatening the world.

How many tears are people going to shed if some lone madman sends an army of robots to destroy North Korea and everyone in it?

How many less tears are they going to shed if the people of North Korea are 100% superhumans?

Providence wasn't "a mutant nation", there were all kinds of people there, and it was destroyed in a mutant vs mutant conflict.

That just leaves the Xavier school, and San Francisco, large gatherings of mutants in secret compounds, the type of thing people get panicky about when it's powerless humans doing a cult. When it's a large gathering of superhumans, that's even scarier.

DC's metagene is triggered by extreme and unusual trauma so it makes more sense that metahumans are more common in heavily industrialized countries. I don't know if its still canon due to Flashpoint, but Russia had enough metahumans to form multiple state super teams alongside superpowered army units. China killed a lot of their metahumans seeing them as a threat to stability.

It also helps that canonically DC has far, far few superpowered being than Marvel.

In practice it really wasn't. The civil rights concept was something that made the X-Men stand out and could be used to add depth to the stories. It's simply become overplayed and muddled over the years, mainly due to the increasing tolerance of society and the fact that without the radicalization of the 70s civil rights movements the metaphor doesn't work as well.
