More likely, Frozen is so massively popular that they can still get away with selling Frozen dolls by themselves. They don't want to put Frozen into the Disney Princesses line because then, it would be harder to identify exactly how well the Frozen brand is moving along.

Also, it's probably easier in-company to keep Frozen separate for marketing purposes rather than combine the lines.
