The problem isn't Batman, it's the arbitrary status quo. Joker is a man with no powers, obvious identifiers, and no real intelligence beyond the average man. There should be no way for him to escape the way he does so often and no way for him to suddenly build up an entire criminal empire overnight.

Realistically Batman SHOULD be able to just drop off the Joker in jail and leave him there forever, or until the state executes him. Maybe have him break out once, twice is pushing it.

Well, there's two perspectives to look at this from.

From the writer's perspective killing the Joker is meaningless because he's the iconic villain of Batman and will always, always come back. Killing him is just putting him in a box that requires a STUPIDER explanation for why he's back in a month than "he broke out again", and now not only does Arkham look incompetent, so does God/Satan. Killing a popular villain benches them for like half a year, tops. It's a meaningless shock-value attempt that will fail because it's been done so many times before.

In-universe, Batman has always been able to subdue the Joker and deliver him to the proper authorities, and it's their fault they never give him the death penalty and keep putting him back in a facility that either can't or won't adapt to his intelligence well enough to contain him. There is abundant grounds for the Joker to be tried as an enemy combatant and put to death at this point and a corrupt police department should really have done the job themselves with an "escape attempt" bullet in the head, but that goes back to the problem up above.

Then there's the whole thing that if Batman kills one villain he will never fucking stop in most scenarios and then Superman and the GCPD need to take BATMAN down and Gotham's right back where it started.

tldr version: If batman wasn't a moralfag, supes and friends could've watched the Joker get lit up like a christmas tree and enjoy the ensuing peace.

he wants criminals to feel unsafe and civilians to feel safe at night
Once word gets out batman is a killer, there goes half his mission. Nobody will feel safe with safe with him around, and people who've been caught up in even a minor crime will act out of desperation because they believe their life is on the line. your average person's respect for the law pretty much evaporates when it becomes a matter of keeping themselves and their loved ones alive.

It is a comment on his hypocrisy. Superman knows that what he did was wrong, but he still wants the end result. Because of that he does not want to take responsibility for his actions, despite knowing they're evil. In his dream scenario, Joker dies and Batman takes responsibility for it, because despite all his failings, at the end of the day, Batman will take responsiblity for his actions.

As for this >>92216313, the reason Batman never kills Joker is because, Batman only wishes to aid the police, he never wishes to suplant them. Killing Joker is morally wrong to Bruce because it would be the begining to becoming an existance similar to Ra's. Someone who holds himself to no other authority but his own, which can always change. Which is precisely what happens to Superman in Injustice.
