Raiden is kind of a weird case now because within the day of that trailer being posted they posted new images of the DLC characters with those silhouettes in the back and the Raiden one was removed while the Manta one remained. My guess would be the devs were debating about adding those two and decided to use the trailer to gauge fan reactions. Expansions/DLC for fighting games are an inevitability. The fans will always demand more no matter how much you put in to the base game. Some devs do individual DLC that's overpriced, some do full on expansions that until recently meant have to buy the whole game again and some like NRS do a more flexible model with individual characters and packaged deals available. This is preferable since it lets you pick and choose who you want or you save money if you were always going to get them all regardless of who they are. Also because these are games people put a ridiculous amount of hours in to the optional cosmetic shit is more welcome for the sake of variety. Pre-order shit is cancer but something you have to deal with in regards to triple A devs because they need people to buy the game new to make an actual profit.

Arkham Knight DLC however was all stuff like challenge maps and skins plus a small amount of actual new story content. It was very overpriced and not worth being it's own separate thing. DLC for single player games should be more substantial if they're going to charge upwards of thirty dollars for it. A new character in a fighting game is very substantial, a couple new sidequests in an already big game is not. This is all stuff that varies from game to game obviously but Arkham Knight definitely did it poorly.
