Some takes are meant to be more viciously cold and corporate than evil supervillain, but it depends on the direction of the plot.
For example using your image to springboard my memory, if I recall correctly in the Superman TAS he was mostly behind funding things to further himself and just didn't care for the consequences, while in JLU he was actually part of the plans directly. So even in the DCAU it varied similarly to the comics.

Though I don't recall DCAU Lex having as weird a love life when you compare knocking boots with Parasite. Little really can compare to the complexities and curiosities of comics continuity admittedly.
