Some takes are meant to be more viciously cold and corporate than evil supervillain, but it depends on the direction of the plot.
For example using your image to springboard my memory, if I recall correctly in the Superman TAS he was mostly behind funding things to further himself and just didn't care for the consequences, while in JLU he was actually part of the plans directly. So even in the DCAU it varied similarly to the comics.

Though I don't recall DCAU Lex having as weird a love life when you compare knocking boots with Parasite. Little really can compare to the complexities and curiosities of comics continuity admittedly.

Post-Crisis Lex framed innocent people for crimes, tortured innocents (like Lana Lang), treated his staff like dog shit (and Byrne/Wolfman had his staff be 100% women in the early post-Crisis years), convince lonely waitresses to dump their husbands to have sex fueled romps then reneg on the deal once they ended their releationships for the lulz, killed people/had people killed by proxies, etc.

The waitress shit (in Superman #8 or #9 IIRC) is generally considered by comic fans for the moment that Lex went from ineffectual loser villain to pure and complete evil incarnate. Byrne and Wolfman were incredibly proud of that issue, in that it was the issue that made people truly hate Lex

The core of Lex's character when he's done right is always that he dresses up his spitefulness and hatred and glee at causing pain in the trappings of wealth and good intentions to the point that he convinces even himself. There's a handful of hot take "lex was right" Lexes out there, but the best stuff, the money scene, with a good writer, is always when Lex is forced to confront his own hypocrisy and can't take it.
