How broken of superpower is it, to able to both identify and know the location of everyone in proximity of you in a one mile radius?

But, that's pretty powerful, I wouldn't say necessarily broken as if that's ALL a person has as a superpower, they're completely mundane otherwise.
You could just write them to be a super sleuth martial artist dickass thief of course and they'd be essentially uncatchable without jobbing hard, but it wouldn't much help them in a fight,. And depending on how you write it, that could be a significant drawback if they still have to process the wealth of information coming in, I imagine they would steer clear of anything even approaching a town, downtown Manhattan would be downright maddening if you knew of the location and identity of several million people at one time.

It depends on the character. If they have no skills outside of that then its not really overpowered.
This is an ability that would be useful for a support character on a team.

I like books based around characters with strange powers like that. It forces writers to come up with clever ways to solve problems instead of just ending every issue with a brawl.

God I fucking hate that, where comicbooks only care about a superpower in how it relates to hitting people, in terrible actions scenes where characters are smashed together like action figures.
It's a fantastic defense, for sure.
It's only good for offense if the possessor of this power also has the capacity to make attacks within that same range.
It's pretty powerful and invalidates a lot of situations.
If you were actually gonna focus on the power in a story you'd want to limit it in some way, like the Marauder's Map

The whole point is to be able to perform any act with 100% certainty that nobody is watching. It would be the perfect superpower for being the ultimate criminal mastermind. Also leaving DNA evidence is easily prevented in any act that isn't rape.
