DeMatteis and Roger Stern era Cap was best, he resorted to solving problems with words before he resorted into punches
MCU Cap was good until the Russos got his hands on him and tried to emulate Brubaker's aggressive and punchy Cap.
He may not be the best version, but Wellsbard is a streamlined version of his comic counterpart and given layers of depth by making him develop feelings of genuine care and concern for Barry (even though he was still going to kill him). Shame this version got erased from the timeline.
Interestingly, the follow up Letscherbard is a very interesting take because he has all the past history of timeline (up to Nora Allen's death) and he then gets to enjoy killing Nora Allen a second time. This Thawne is at the peak of his abilities and is probably as his most ego driven.
