It is meant to be, but only in your heart. Your heart's wants does not encompass the wants of the world surrounding it.
Why not look at Katara ending up with Aang as being genuinely meant to be, as it is what happened in this reality we are living in? It existed. It happened. And that is what "truly meant to be" is supposed to be.
