Korra moved too far forward in tech. It was only plot fiat keeping Korra and her allies from getting killed by Kuvira and her tech. Technology is going to keep advancing.
So let's move backwards into the past. The best options.
The fourth Avatar. We have had Wan a fire bender, Aang a Airbender and Korra a water bender (thought her personality was fire). So we need a Earth Bender Avatar.
The world is still in turmoil with small warlord states and tribes fighting it out. The Avatars try to impose peace, but each time gave been slayed eventually. This would follow the Earth Avatar trying to establish order over a world of savagery and chaos.

Another option.
Warring States. A Earth Bender. The Mainland that would be the Earth Kingdom has consolidated down to a few states. They tight each other for control, while the outside nations interfere or aid at will. The Fire nation for example would be ruled by a weak central leader, with the vassals bring quite strong (like historical Japan). Thus pirates and mercanries cross over the sea. The Water tribes also send raiders against the coastlines.
The Earth Avatar would unify the warring states into a united Earth Empire, throwing out the invaders and raiders. Maybe they also found Ba Sing Se.

>3rd Avatar series
The Avatar in this series is the villain. He singlehandedly took over the Earth Kingdom, and is now its tyrannical ruler.
Everyone always takes the Earth Kingdom for granted. When you need support, that's where you get it from. But now, as the largest nation with the most resources, it easily dominates. People overlook Earth as an element, and treat it as if it's 'dirty' or 'beneath them'. Now, the Earth people are no longer quiet and passive, and we see what happens to other nations when the ground is swept out from beneath them....metaphorically.
This king/avatar/villain only knows Earth and Fire bending, the elements which tend to inflict the most harm, because he is arrogant (though cunning,) and has no patience/doesn't see the value in learning the other elements.
Also this series takes place in very 'modern' times. They have things like computers, and is mostly like our world in terms of technological development.

Star Wars, but with elemental powers.
Since the protag would be a Fire bender, (and a girl, so we end up with two Avatars of each sex,) I suppose the villain would be a Water bender, for the sake of muh symbolism. Of a similar mold to Lord Voldemort/Darth Vader.
Water is also somewhat overlooked as an element. It doesn't HAVE to heal... And it can be 'cold'. Could be like the sun vs the moon thematically.
