Marvel and FOX co-own the rights.

In the Skrulls case, FOX owns specific Skrulls but not the race itself. In particular, FOX has the film rights for the various Super Skrulls.

So applying that to the Watchers, FOX likely owns particular Watchers. Uatu and the other named ones in particular. But generic unnamed appearances (such as in GOTG2) are still usable by Marvel Studios.

In the other movies, he's a cop (Netflix shows), a security guard, a barman or a random civilian.

The situation with the Skrulls is that Marvel also has the Chituari, which were an Ultimate Universe version of the Skrulls and primarily associated with the Ultimates, so that would be a reason for co-ownership. Uatu and the Watchers were primarily used for Fantastic Four and Marvel Cosmic (unless you count Uatu being narrator for What Ifs or being a central character in Earth X, which I don't) so if they got the Watchers back and they look like the comic book versions, then they would definitely have gotten back Uatu and all the Watchers, even if they didn't get back the FF.
