Not him, but the thought crossed my mind before. Thugboy hates capes of all kinds with a passion (or at least did anyway) for some undisclosed reason and Willy Pete kills them indiscriminately. I had a fringe theory that since Willy Pete is a personality construct is that he's a split personality for Thugboy or something to that effect. Considering Thugboy was at San Antonio during the incident and it has a giant freaking Volcano in middle of it, Willy Pete could be the byproduct of that. Thugboy might have have killed the Witless Minions himself as Willy Pete and had false memories for whatever reason, it would certainly explain why only he survived.
