In the Japanese language almost every word has at least 10 homophones

So it's really easy to make a lot of dumb puns that make no sense what so ever in any other language. The Japanese themselves criticize Thier humor for being shit tier because of this.

It's like writing a poem that rhymes in any Latin language, half the words end in one syllable and the other half end in another, it's not impressive or noteworthy, but even worse Japanese humor doesn't even make sense in any other language most of the time.

A lot of Japanese humor is ridiculously arcane to a westerner, but there are a few shows that have absolutely devastated my sides. Often they're not actually comedy shows, just occasional bits of comedy in other series, but a recent comedy that got me over and over again was Konosuba. Nichijou almost killed me too.

So for example I feel Japanese comedies are better but I am also aware that I filter Japanese media pretty well and I generally only end up watching the A+ stuff, meanwhile even though I don't really watch them I am painfully aware of all the awful "comedy" shows we have in the states, pretty much name anything on Fox.

However if you reverse this perspective and were exposed to all the awful japanese media, but your view of US media was limited to the gems of comedy we have, South Park, Futurama, the good seasons of American Dad, you would end up with a reversed conclusion

So I think the real answer to your question is, everyone sucks at comedy, the majority of the comedy medium no matter where it is from sucks, you can only hope to find the real gems of comedic genius.

I can count the number of funny anime on one hand

A lot of comedy anime tend to feel wooden in execution and delivery. I feel like some of it has to do with the fact that a lot of them are adaptations; very straight adaptations in fact. Comedy that may work in manga sometimes end up feeling wooden in animated format.

For instance, there are a lot of comedy anime that are adaptations of 4Koma and many adaptations tend to avoid framing their show in the strict 4koma format. But that may cause the show to have a a very even beat where it feels like there is rhythmic punchlies--regardless of how funny it actually is.

You have to consider the fact that comedy tends to be relative to the culture in question. While there are universal 'wells of hilarity' and common tropes a lot of people can understand, there way different people approach things.

I think it's less about whether you find specific show funny or not but more so one whether their comedic style clicks. Many people complain about comedy in anime because their style of humor just doesn't seem to be work for them. A joke can be funny, but it may not work because of how it is delivered may kinda ruin it.

This is an issue, yes. Japanese humor/stand up also derives alot from the basic scenario of a straight-man reacting to someone else doing something completely unorthodox/against social norms if not outright stupid/demented/et. all. Abbot and Costello kinda thing to the point where this was a mechanic in the original Persona series on the PS1. This set up typically goes one of two ways: either the straightman freaks out or reacts humorously, or the other person is pointed out a simple solution they didn't think of, making the joke be on them.

In general based on all the anime I've watched, the latter style of humor with a straight man/goofus is much more prevalent and is typically applied with or without subtlety: original Dragon Ball had Goku not knowing what a goddang bath was and Bulma was put on the spot for having to show him, whereas Yotsuba&! does it through the lens of a literal/innocent 5 year old trying to figure out how life works and those around her either try to help her out or marvel at her ingenuity for better or for worse.

Some of the better story tellers (Rumiko Takahashi springs to mind) do use more 'western' set up/expectations dashed humor but given how society and how society views you is such a prevalent aspect of Japanese culture, I see why the goofus and gallant approach is so widely used.
