Hey man Part 3 is the most memorable for a reason. It had a great cast and great moments. Jotaro was in his element in it but he was shit in Part 4. I'd go on to say all the other characters seemed to be allies because of circumstance rather than partners who have become friends because of what they've gone through.

Part 4 has a lot of "I'm bad no wait I'm good now" characters that didn't feel as connected to Josuke as the ones did to Jotaro and I felt like the worst case Rohan would turn on him at anytime because Josuke's kind of a jerk. I'm not saying I didn't love part 4. I was just more looking forward to the end instead of not wanting it to end. They don't seem to be buddy buddy in Part 5 either but I'm still enjoying it.

The letter probably contains a full confession and explanation of how they smuggled the blood and how Chicadino is behind it. Of course, even if Poppy uses it against him, it will do nothing as there's most likely nothing to prove it's true, at least not at this point. Remember how Fred said the guards where tried to find who was smuggling stuff but couldn't find shit (Because Chicadino could hear them say where they planned to look).
Also because he's like a prime minister or something now, so there's that as well.
