She is equally beloved and feared. Well, at least she was. The revolt happened because the candy people are stupid and easily influenced by KOO.

She was trying to prevent an attack on the candy kingdom. FP's brother was basically ready to go to war, her concerns were justified, even though she went about it the wrong way.

She created the candy people to be as stupid as they are so that they need and depend on her.
She has functionally enslaved her brother, and allowed two of her worst children, the lemongrabs, to torment their own domain.
When her full power as an elemental overtook her, she was the only one whose deepest, darkest desire really came through. Deep down she wants to make everyone a stupid, childlike slave to her will through candy-instrumentality.
