In fact, buy allowing Surfer's left arm freedom of movement he's giving him a perfect chance to just pull T'Challa's arm away from his neck or just to SQUEEZE and crush his arm bones, even assuming it's Norrin's old-school strength level where he's not even as strong as The Thing.

Were I the writer I wouldn't have let PANTHER be the guy to take him down, simply because even if by miracle you grabbed onto him and maneuvered him into the right position (the maneuvering part might not be too hard because Norrin has always been a SHITTY hand to hand fighter for obvious reasons), even getting ahold of him would be damn near impossible. Besides that, he has a lot more ways to win even when being grabbed.

However, that panel like so many others on here is removed from it's context; Surfer is outright stated two pages over to not actually be trying to kill them, just go get them to go away. Even his "silent angry badass" thing he was doing in the fight doesn't help convince anyone there that he's genuinely trying to kill them, as T'Challa points out that he could have done so almost the moment the fight started if he truly wanted them dead.

One of the weird parts of Thor being ... The Actual Old Norse God, THOR ... is that in those old Norse myths Thor could and did occasionally get his ass kicked.
Don't get me wrong, he was a full-on ancient cape superhero right down to the arch-nemesis and rogues gallery, but he was a portrayal of a great warrior god, one-sided fights aren't what make great warrior stories.
Thor wasn't even top-dog among the gods, Odin could teach him humility any day of the week, even Thursday!
Nobody ever said that Thor was the deity of winning.
