It's Little Bear. Loved this show as a youngin'.
Maurice Sendak did the original illustrations for the books and helped create the show. I haven't seen it in years, but I'm pretty sure I would remember casual racism in a kids' show.

There was never a beaver character. There was a duck, an owl, a snake, tons of other bears, a monkey, and at least two humans, but never a beaver- at least, not one that talked and interacted with the main characters. There is a beaver character in Franklin, though, which was similar to this series.

Speaking about racism in cartoons, I used to watch this on an old VHS tape and being completely oblivious of any stereotypes. Looking back on it, I'm surprised my parents even let me watch it. The VHS tape had two other controversial cartoons, with one having people singing in blackface, and the other having two military characters that I think were Nazis.
