not who do you think would win in a fight or who you love the most or who has the best characterization but who has the best character development?
ok so out of all the x-men these two characters have the best development but who's is better?
i personally think logan because his development has been going on since he was first made a x-men while scott has only recently began to get great development. (then they killed him)

Cyclops only because since Morrisons run his development from idealistic leader to leader who will do whatever it takes to save mutants no matter the cost was pretty consistent even into the Bendis era,where he chilled out but still got shat on.Wolverine has been inconsistent since Schism,in some books he's the chilled out teacher whose mellowed out unlike that troublemaker Scott,in others he does everything Scott did from torture,child recruits and covert murder but STILL held a high ground because writers couldn't decide if Logan should be the new Professor X or same old Snikt bub.Scott died consistent to the end,Logan was split between avengers hard man and mellow teacher

This is Cyclops and its not even remotely close, Wolverine is too inconsistent as a character.
Before he died, when he was in like nine books, he'd teach children to fight in one then be at Scott's throat about child soldiers in the next. He would be written as protective of children then advocate murdering them in AvX.
Wolverine writers would pretend he's some kind of lone wolf who can't play nice with others in his solo while also putting him on three seperate avengers and x-men teams, each. He's been a bad character for a long time.

Wolverine's character was hurt by his popularity. He's made more none X-men appearances than Cyke so it stands to reason he has been in the hands of more writers, thus where the inconsistency in his character and development stem from.
