I guess you could also make the argument that it was a gulag since while the movie is dark it doesn't make THAT many references. However the pie machine feels more like a kid-friendly version of a gas chamber.

When I was a little kid the allegory completely went over my head. It wasn't until some years later that I watched it and was like "shit"
