She's literally a perfect representation of a Texan woman desu, her characterisation was perfect and yes, of course you weren't meant to like her. You're supposed to find her completely insufferable.

She was unquestionably loyal to Hank, and not just in terms of marital fidelity
Shows with workaholic characters tend to get to a point where the spouse starts begrudging them their work ethic for whatever reason (attention whoring, jealousy, etc) but Peggy respected his fortitude and never seemed to get in the way of his (admittedly unhealthy) relationship with his job
Doesn't she love her family etc? Just because she is annoying doesn't make her a bad person, 2c.
Loyal/supportive to her family (when it comes to Hank's obsessions, Luanne's grief, etc)
She got Substitute Teacher of the Year that one time. And she only kidnapped a mexican child once! To this day I still don't understand how she resisted the urge to go back and kidnap more.
