Has it ever happened that a company managed to successfully push a character (because of a movie or something), even though there was no actual fan demand or sales success?
It seems like these always end in failure (Carol, Shithumans, Cyborg etc.)
Harley Quinn.
If they're pushing a character without sales, there has to be a reason for it.
If there are no sales, then it's not a success.
Figure out why they would push a character without sales first and you'll find your answers.
Example: Characters Pushed or put in for licencing squatting reasons: Wonder Man. Power Man. some of the Captain Marvel.
Characters put in or pushed because of internal office politics, or some marketing mandate. Ect.

Not really. They only did that after she got an audience.
Nobody liked X-Men during the 60s. Not even Kirby or anyone on Marvel liked X-Men, only Stan Lee thought those guys were special. Nevertheless Stan didn't give up with his pet project even after it got canned for low sales. After he became chief editor, the first thing he did was bringing back the X-Men

She still had a fanbase back in the 90's. You didn't really see agressive push until the late 00's/early 10's.
