Toriyama makes the outline for the actual arcs (not the in-between episodes), although the outline seems very vague at certain points while more specific in others. He also designs the new characters popping up in those arcs - at least before the current multiversal tournament one, where he only designed some characters.

For the manga, he also reviews the chapters after the storyboard is done, including changing details and adding stuff, then Toyotaro makes the final art. They showed early on that he completely redid the storyboard of two pages. Toyotaro has said that most of his corrections involved jokes though (those pages are the introduction of the tournament, with the universal hymn), but the one other example they've given showed Toriyama redesigning Toyotaro's empty planet from the U6 tournament.

The chapters are also roughly double the size they used to be. Chapter 6 is about 25 pages or so while the latest one is 45 give or take.

The manga started about two weeks or so before the anime, you know. On top of that the anime also did a recap of RoF while the manga just skipped to the tournament arc once the BoG recap was done.
Long explanation short, anime was weekly, manga was monthly and the former caught up in no time causing filler hell and extensions especially with this current arc because Tori wanted toei to follow the storyboards done by Toyble.
