Well, here's a tier system I've made based on bending types:

>Spirit Tier
This tier is for the Avatar State (as well as
Dark Avatar State) and the spirits. They're pretty much unstoppable.
>Supreme Tier
This tier is for non-Moon bloodbenders, Sozin's Comet-powered firebenders, and Avatars without the Avatar State. They can pretty much defeat any other bender.
>Powerful Tier
This tier is for Moon-bound bloodbenders, lavabenders, combustionbenders, and airbenders with flight. They're pretty powerful.
>Above Average Tier
This tier is for lightningbenders, metalbenders, and other sprecialized bending technigues not already listed. They're pretty good, but can be taken down by average benders and even nonbenders if they're not careful.
>Average Tier
This tier is for non-specialized benders and highly-skilled warriors.
>Soldier Tier
This tier is for nonbender fighters.
>Normie Tier
This tier is for regular humans.

Obviously, there are exceptions, as King Bumi would technically be Average Tier, even though he'd easily be Powerful Tier. However, I still find that it works pretty well.

Azula could produce lightening at a time when that was super rare. She was damn good.

1) Toph is by far best earthbender to ever live. So she is SS. She literally invented metalbending after millennia of no such thing. Not even Avatar state with hundred of accumulated lifetimes can do this. Pure genius.
2) Bumi belongs probably a higher tier to boot. He can earthbend with his face, no other bender on that tier can facebend like Bumi.
3) Azula is tuff stuff but Katara defeated her so swtich places.

I think it is because the show forces everyone to job in it. But it forces Bolin to job even harder than the rest of them. So despite being a powerhouse he is presented as only passable.

Not just that, but Katara basically easily learned every other special skill of her bending art, healing and bloodbending. Azula only learned how to bend lightning, but didn't know how to redirect it like Iroh and Zuko did. Katara was probably SS tier in her prime.

They never did explain how Zaheer was as proficient at airbending as he was, did they? For someone who had never done any bending in his life before the convergence, him being as good as he was was pretty fucking bullshit even if he was spiritually in a place to learn true flying. Anyway, even if he did learn how to fly, in terms of combat skills he's nowhere near the other actual SS rankers (i.e. everyone but Azula). He easily got his ass handed to him by an actual master.

Pretty sure any airbender could do that, and do it easily. They're just a bunch of pacifists by nature so they don't teach/use lethal techniques. There's nothing inherently different about controlling/restricting the air flow around a person's head from what any airbender does whenever they airbend.

Most likely, using that much firepower inside a closed room killed them all. I doubt Wind killed anyone on that fight. All airbending can do is throw people around. Unless you're saying that all of them somehow fallen on a bad spot, there is no way for him to have killed those firebenders.
