She's too strong. Killer Frost is capable of shrugging off Cold's gun, so it'd be unfair.

Plus she was in Injustice 1 anyway, and considering Injustice 2's awful Joker design it's clear that I2 is all about making bad decisions.
And anyway, DC knew to there was more interest to put Frost in the mobile game than Cold, so they know where the real fans are.

Her gimmick is that she's pretty cool. The first two Frosts were sexy villains while the third one is a anti-hero/tragic villain with tumblr hair and who may or may not be one of the Endless. She's also on the Justice League of America with Batman and Lobo and a couple of other chucklefucks.

It was kind of sudden but not unexpected.

DC has been very successful with their female characters historically, and especially recently the Sirens have blown up. For instance, DC now has a whole line of dolls for young girls based entirely on their female characters.

So it makes sense that they'd look to expand their roster of major female characters, especially bad girls. Now, of DC's more obscure female villains, Frost has always been one of the bigger ones.
People might not have known her outright, but generally when she showed up it was an "oh yeah, I remember her" moment for casual readers.

Crystal Frost was an autistic scientist that was a student of Martin Stein. Men wouldn't touch her because she was too bitchy and she was really bitter about it (think Elliot Rodgers but female.) She was working on a project in the arctic for piping heat up from the Earth's core at a place called Mohole One, and created a "Thermafrost" to cool their systens,

She liked Martin because he was smart and tried to come onto him, but he never liked her. She had a meltdown and accidentally locked herself in the Thermafrost chamber. Instead of killing her, she turned into an ice vampire and went on a murderous rampage.

However, eventually she found out she was sick, and went to a college friend for help. Her friend said she was dying, and Crystal went even crazier. Eventually she burned her powers out fighting Firestorm and died.

So a few years later, the new Firestorm Jason Rusch flying around and meets a suicidal woman, claiming her metagene gave her cancer. Jason uses his powers to cure her (manipulating living matter was something the previous Firestorm was unable to do,) which causes her skin to peel off. Louise had been tracking Firestorm's powers to attempt to cure her fatal condition. She succeeds and proceeds to go on a killing spree, as Frosts are wont to do. So after New 52, we get Caitlin Snow, who apparently has always been the only Killer Frost. She was a scientist brought to Mohole One after the scientist Louise Lincoln committed suicide, and Caitlin completed her work on a perpetual motion machine. This pissed off H.I.V.E, who had killed Louise to try and sabotage the project. They locked Caitlin in with the machine, but she fucked with the coolant system and mutated into Killer Frost. Caitlin, as far as we know, lacks the instability with her powers that the previous Frosts have, and by absorbing enough heat can return to normal. We also see that her powers don't just freeze water- there's some weird organic factor that means her ice can't be manipulated by Firestorm.

She doesn't want to be evil and makes a good impression on batman in Justice League vs Suicide Squad, so he gets her out of jail and puts her on the JLA.

that Frost's cold projections are able to energy Clash DBZ style with Cold's gun and overcome it. Considering we've also seen this done between Superman and Cold (and Cold lost,) it seems extremely likely that if Cold couldn't get the drop on Frost he'd be toast, especially since she has other tricks like shaping ice barriers and causing blizzards.

So back in 1948, there was a Wonder Woman story (issue #29) that established that a society of ice people live at the North Pole. Nowadays Superman's Fortress of Solitude is located there, but we haven't ever seen Iceberg-Land again.

However, another character introduced in this issue, Minister Blizzard, HAS been seen/mentioned again. He's the Prime Minister of Iceberg-Land, although some stories have interpreted his "Minister" title as a religious one. This means that there is the potential for Iceberg-Land to still exist.

No, actually Snart has a pretty strong understanding of the basic principles behind it's functions as well as the technology it uses to do what it does.
He's not a super-genius or anything, but basically he's a guy who bought one gun and then learned everything about that gun, including how to repair it, how to build it blindfold, and read up on the exact physics of each of it's mechanics.

In that story, Princess Snowina gets zapped with a "Mind Paralysis Ray" and left behind by Minister Blizzard. She gets better by the end of the issue, though.

Now, in Fury of Firestorm #4, Crystal declares herself Queen of New York after freezing everyone and femdomming Firestorm into her slave. She makes a big show about how she always dreamed of being a princess of a forgotten kingdom stolen away from her real parents.

It's a pretty common fantasy for little girls, granted, but I think it might be an interesting callback if there were some kind of tie between Crystal and Princess Snowina.
