If the fan demand is there and they want to make him they will, the transition is meaningless. That's more a problem with the meta narrative of Batman and his rouges being too popular to be affected by the larger DC universe for the most part. Sure. Here's the DLC one for Injustice 1. Zatanna won and made it in and now Fate, Swamp Thing, Blue Beetle and Peej (albeit as a skin) have made it in to the sequel. Plus there was the poll for MK9 that Rain and Kenshi topped, and then the other options (Robo Smoke, Shinnok and Tanya) later made it in to X. Or fucking Tremor who was a boss in a terrible spinoff that got in to X due to a small but loud fanbase.

Boon and NRS aren't perfect obviously and they fuck up here and there but they clearly listen to fans and do what they can when they can to get them what they want.
