The problem with Gotham is that once something is left alone for more than a day it's immediately set upon by the dregs of society, and at that point it's easier just building a whole new thing than trying to get rid of them and fixing the abandoned locations up.

He does occasionally if the writer wants to do that old social commentary bit. Happened a lot in the 80's.

He doesn't a lot because 1) beating up rich guys doesn't really do anything if he doesn't have evidence on them and 2) it doesn't make for that interesting a story if you do it too many times. There's entire arcs where he has to outwit some rich fucker and his goons to make them incriminate themselves.

Imagine being a demolitionist in Gotham. Half the time you are afraid that the things you blowing up belong to a crazy freak that will take umbrage on your actions and do things that will make you wish you died, and the rest of the time is a random tossup between awakening an ancient evil, discovering something better left alone, being used to kill some hostage that was sealed inside the structure you are trying to bring down, or is the site of some epic confrontation with some villain, his goons, and The Batman.

That doesn't even bring things like transients, organized crime, random acts of crime, and the simple decay that seems to seep into every corner of Gotham during the night.

There are a couple of stories that focus on Bruce's charity work, Paul Dini/Alex Ross' War on Crime comes to mind, but the thing is, if what he's doing has any effect at all on the city, Gotham would eventually stop being such a shithole, and that's a status quo change they just can't bear.

I wouldn't even consider demolishing an abandoned chemical plant, that's just asking to get turned into a freak of nature in Gotham.

I bet there's actually a vicious cycle going on there. Demolitionists refuse to demolish an abandoned factory or chemical plant, which ends up being a showdown location for Batman and some goons, which turns someone into a super-villain one way or another, which contributes to crime in Gotham, which makes the economy worse, which leads to more abandoned factories and chemical plants that demolisionists refuse to touch.
