Lori is the den mother, she's the most responsible out of all the kids, they need her. Look at the episode where she's in charge while the parents are out.

Look at her siblings. Hell, even Lily's a baby, and she doesn't need a special quirk. Being in charge of a family of 10 may seem great and all, and she may be the only one with a boyfriend in the family, but outside of that, how special is that? Not very.
