If Earth-3 Black Manta is White Ray: Mr Rogers of the sea...then what are the Earth-3 versions Eobard Thawne and the Rogues Gallery?

I'm thinking Doctor Thawne MD and the Central City Heroes Union, all of whom are trying to get Johnny to go cold turkey.

The Union is doing it the rational way and Thawne is doing it with Time Travel.
