Bruce has progressed to control Hulk and/or his transformation many times only for new writers to either forget or write it away.
I've enjoyed these stories with a more articulate Hulk more often than not but I prefer a more simple minded Hulk, its just fair that while being infinitely strong he should have low intelligence. Super-intelligent Hulks always rubbed me wrong, gray Hulk should be the cap on a Hulks potential sophistication.
Professor Hulk for example was originally just the resolution of the personality conflicts before being declared as merely one more personality later on.
Even earlier, there were conditions which allowed Bruce to be under control of Hulk such as when he was with his original wife in her world.
We had a fucking hipster Hulk not too long ago for which I did not care.
