Based on how their powers work, no.

But frequently writers let superman win races with the flash because he's more popular as a character. Also both characters' maximum speed varies wildly from comic to comic. Sometimes Flash moves faster than instantaneous teleportation and can outrun Death, other times he can't outrun a boomerang thrown by a normal human

Technically the flash uses static created by his thighs to form an electrically charged barrier that scrambles the air molecules orbitals thus releasing the energy of the electrons in the atoms.
