Actually Action Man is pretty much a Transformer name in the sense that a lot of Cybertronians take names according to their personality, function, etc... It describes them while humans just have names that their parents thought sounded cool or they made up. Action Man describes who Ian is and it's pretty straightforward.

Heck the Joes' codenames kind of are the same, it describes their function or personality (although I still don't know why Snake Eyes is called that other than it sounds fucking cool).

Trivia: the character bios were written by Bob Budiansky looking at a toy, getting an idea for a personality and name for it, and going from there.

The TF Movie characters, however, were not. They were instead the character summaries the script writers were using for the film. You can tell because they read differently from the rest of TF profiles, but also because they only vaguely describe the vehicle modes. Both would require a good reason why they couldn't just go "Lets take this child back to their race". I guess a transformer raised by humans would be the easier of the two to explain, just have it where a protoform was accidentally left on Earth after the rest of the transformers leave and take all their tech with them. Well Star Saber found Jan in an escape pod from an exploded spaceship... you could always say he WAS out in deep space and Saber didn't know his homeworld, and couldn't very well ask a baby.

I also like to think it's like a Lone Wolf & Cub thing, where Star Saber gave Jan a "the ball or the blade" choice, and thought it was perfectly okay & natural to raise him as a warrior to get revenge on the wicked Destron-tachi.
