Why did Lucas make these? Why did he make weak and ineffective comic relief characters the main enemy?

They were meant to be cheap and easy to mass produce. That's what made them effective armies for mega corporations like the Trade Federation.

They could just buy a huge, cheap army and overwhelm an enemy with numbers.

1. couldn't shoot for shit even though Obi Wan says they are very precise shooters
2. The Emperor's best troops got raped by teddy bears

I really don't get why people think the OT does all these things the PT does "wrong" right.

No the true evil plan was the clone army.
Designed ahead of time (including the secret Order 66) the clone army was the true evil supply. The droids were merely the threat to make the DEMAND so that the clone army wouldn't be questioned and instead accepted as a miracle.
