The Punisher is a killer.

The Batman is a crime-fighter. He'll stop crimes that aren't organized-crime related, he'll help with alien invasions, he'll solve bank robberies and kidnappings. There's also the sidekick and secret identity, Batman Inc, etc

Punisher generally only goes after memberbs of organized crime families to kill them. Because he hates them.

Batman is a rich kid who lost his parents and decided to go on a bat themed and angst fueled crusade against crime. He has expensive gadgets and spent a bunch of time and money learning martial arts and studying a bunch of stuff.

The punisher was a revered soldier who returned home to his family only to have them soon shot down in front of him by a criminal organization. He mainly targets organizations of a similar nature. He also has no regard for the life of criminals. He uses military grade equipment, refuses to use painkillers and uses his military training to plan assaults as a sort of one man army.
