He was okay. He got a lot better once they ditched that stupid straightjacket costume.
They tried to reimagine The Joker as more of a acrobatic jester and weird monkeyman and sometimes it worked. The Batman had in general a pretty poor approach to the characters but he had some good moments and his voice actor was pretty solid.
There are worse Jokers out there, this one is just okay.

I absolutely love Bowie and his movie roles but I can't see him playing The Joker. The character is too chaotic and violent and these are not really part of Bowie's persona. And his popularity would have overshadowed the role too much.
He would have been much better in the sequel as Max Shreck (and apparently the role was made with him in mind).
Nicholson was literally the perfect choice and I wouldn't have it another way

It's not really about David Bowie playing a villain (he's very good at that), it's just that this Joker doesn't really fit Bowie's profile.
He would have been great in it but ultimately it wouldn't have been very fitting and he would overshadow the character.
Again, Max Schreck would have been a much better choice for him.
