They're social drinkers. Alcohol doesn't keep Hank from doing his job or neglecting his family, Dale is weird enough as it is and Bill, even though he probably qualifies, has so many fucking problems, substance abuse is really low on the totem pole. He's far more depressed in general than crippled by a substance addiction.
