Given that it didn't end in the forst second of Thawne arriving we can assume Thawne wanted to draw it out for revenge purposes. He didn't expect Bats to figure out the foot thing so by the end he was both mad and hurt and probably wasn't really paying attention to dodging, not to mention that single punch probably did fuck all since it's one of two hits Bats managed to land and the rest of the issue was Thawne curbstomping Bats
