Ransik from Time Force had the reason of "If I release more than one mutant they may turn against me" IIRC.
I think Sledge from Dino Charge had that reason as well since he used captured Outlaws from space

This page got me confused when first saw it.
Second panel looks like he's teleporting away and then suddenly the Goldar clone's small and they're on the moon but the Zord didn't teleport with them in the second panel.

There are model sheets for Tyranno, Pterodactyl, and Sabre Tooth Sentries.
The military aesthetic gives each a unique role with weapons modeled after the ranger they're based on.
Tyrannos are Imperial Guards
Sabre Tooths are commandos with twin pistols with fanged bayonets
Pterodactyl's are snipers obviously
Mastodon's are foot soldiers

Well, it was very lazy go with an evil Tommy, anyway. I was really waiting Drakkon was an evil Zack. Or even an evil Billy, since he had some focus about his doubts as a ranger. But, I assume that's to warp Tommy's arc before jump to the next one.
