Shen was a sub-par fighter (by the standards of the universe) and lost every fight he was in. The only reason he stuck around so long and didn't get killed right off the bat was because Po kept getting distracted and gave him opportunities to run his ass away. He didn't want to fight, that's why he made the cannons to fight for him.
